Donors to review migrants' conditions
On October 24 and 25, 2022, the Ministry of Foreign Affairs, the Ministry of Security, and the International Organization for Migration (IOM) will host the INTERNATIONAL DONOR VISIT 2022, which will be taking place on the continent only. From the Central and North American Region, Panama was selected and later, they will be traveling to Colombia.
Donors from 10 countries in Europe and North America that visit the Isthmus will be shown first-hand the situation and conditions of migrants and the priorities of the National Government to continue responding to the humanitarian needs of mixed migratory flows.
This visit complements the efforts being made by the Government of Panama in response to the challenges involved in the safe, orderly, regular, and dignified migration management of the country; and especially with regard to the humanitarian response to migratory flows in transit. The delegation will be able to learn about the challenges that the Government of Panama faces in migration matters and explore specific areas of cooperation that may be of interest.
It has been organized as a result and in response to the country's requests in the different spaces of international diplomacy such as in Panama's intervention during the seventy-sixth United Nations General Assembly (UNGA), in New York City in 2021, in which more support and resources were requested for the management of extra-regional migratory flows, the International Migration Review Forum (IMRF) held in May, 2022, and the recent IX Summit of the Americas in which the country was part of the presentation of the Los Angeles Declaration on Migration that seeks to promote a shared responsibility among countries to manage migration, as well as create institutional conditions in Panama for the Pro Tempore Presidency of the Regional Conference on Migration (RCM) 2023, that reiterates the call for greater support and availability of resources necessary to strengthen the country's leadership in this area.
In her opening remarks, Deputy Foreign Minister, Marta Elida Gordón, highlighted that "it is of great importance to us that we are gathered today, and I am grateful that Panama was chosen as the host of this annual meeting. This visit, without a doubt, takes place at a pivotal moment. We know that IOM has chosen our country as a response to that call that we have been making in different international spaces about the need to be able to work together to complement the efforts that the Government of Panama has been making to comprehensively address the migration crisis. This opportunity will allow you to see the primary needs of these migrants and, in turn, hear from us the priorities we have identified commensurate with the challenges we face."
"IOM works closely with the donor community, as well as migrants, governments and other partners in the international community to address the diverse and complex challenges of today's migration. Through this visit, the donor group, the Government of Panama, and IOM can develop a range of perspectives to carry out activities focused on supporting governments to strengthen their capacities, support migrants in transit and strengthen IOM's presence in Panama," said Giuseppe Loprete, Head of IOM’s Panama (Global) Administrative Centre and Chief of Mission.
In previous years, International Donor Meetings have been held in Libya, Niger, among other countries.
